Pressure wash rinse should be okay to prep for the stain.
It is not possible to spot-fix and have it blend. The only real way to fix would be to strip it down and start over.
If you get the old stain off then fully then you can use any color you like.

No, there is no way to stop or prevent sap from leaching out. It can happen randomly and even many years after the deck is built.
@fishman57 We would strip as much as you are able to with the RAD PaintStrip and then spot sand after if needed to get off the flooring.
