That is furring from over stripping. See here: There is nothing else to strip. You will need to sand to fix this.

Finish the stripping and then brighten all wood after to restore the color and lower the pH balance and even it out.

Try Bleach. 1 part bleach to 4 parts water. Apply and let sit for 10 minutes and then rinse well.
