We use the Flood solid stain for many years and have had good luck with them.
TWP 1500 or Armstrong Clark is what we would suggest.
Defy does not work as well with new wood in our opinion. Try the AC.

Most likely they only way to fix this now is to sand it all off. Adding more on top, and it will probably peel again by next Spring.
If all the wood is rough sawn cut you do not need to let it weather. Go ahead and stain. It is dry enough. Post some pics when done!
