You do not have to remove much or all of the solid stain when stripping, just what is loose and not intact. Any deck stripper should help with this.

Most likely they only way to fix this now is to sand it all off. Adding more on top, and it will probably peel again by next Spring.

If all the wood is rough sawn cut you do not need to let it weather. Go ahead and stain. It is dry enough. Post some pics when done!

No rollers. Deck stain brushes or deck stain pads. We use the pads by Padco or Shurline.

About 2 years possibly 3. Clean and brighten the wood when redoing.
