I have a deck that has a previous stain that will not be removed by any stripper and could not be fully remove with a 60 grit sand paper.

Any suggestions?

Rent a power or drum sander. It will take it off.

I already rented a drum sander and with 60 grit sandpaper it did not take it off

It should have. We do it all the time. Maybe something was wrong with it?
