The restore a deck stripper worked great. I thought I read somewhere on here to use a ph balance type solution before applying the new stain. Is that correct? Thanks.

Yes, all stain strippers need to be neutralized with a wood brightener. This lowers the pH balance to a neutral state and will allow your stain to perform better. Restore-A-Deck does make a wood brightener.

After stripping, do you need to use a cleaner too? Or just go right to the brightener?

Just a brightener. No need for a cleaner when using a stripper.
