Deck Stain Questions and Answers

If I have a scenario where I simply cannot remove all the previous stain off of an old deck that is probably 20 years old, what is the worse case scenario if I apply TWP 1500 over this existing deck?
Overall, the wood looks like it would act like a sponge it has been weathered so much.
I'm not expecting perfection I just want to make sure I do not encounter a problem like the new sealant not drying due to chemical incompatibility.
