TWP 100 over House Primer

Our deck has Valspar House and Trim Primer and two coats of Cabot’s Solid Color Decking Stain on it. It was applied 5 years ago and began peeling within one year. We are planning to strip all of the remaining stain and primer off using Restore-a-Deck products (stripper and brightener). Would we be able to apply TWP 100 once we have the deck prepped? I want to make sure we are using something that will adhere to the deck and not peel.

The RAD stripper will not remove a solid house paint primer and two coats of solid deck stain. No stripper will. You will have to sand it all off if you want to use the TWP. Once sanded off then clean and brighten with the RAD products for the final prep.
