Deck Stain Questions and Answers

I have a 4yr old cedar deck that I power washed and standee and then stained the deck after 2ys. Within 6mn it turned black. Power washed and stripped last weekend. Sanded all the rough spots and fuzzies off.
Do I need to rewash the deck with water or should I rinse with a brightner.
After that what is the best stain to use. Don't want to do this every 2 yrs and can't afford to rip the deck out.
Minnesota climate and deck gets sun from 10am to evening
