I have a hard wood deck that has a stain.  Not sure of brand.   Has some wear near steps.   Can this be re stained without stripping?

No it should be stripped. If you do not remove, you will run the risk of the new coating not adhering or penetrating into the wood grain. Post a picture. It should not be that hard to remove.
