Hardened Pine Resin Sanding/Staining

I checked the forum, but didn't immediately find an answer to my question. I'm sanding a painted/stained deck in preparation of properly staining (purchased house last year; previous owner painted latex over stain without proper prep). It is difficult to sand areas where the pitch has hardened, even with 50 grit sandpaper. What should I do to the wood to prep it for staining?

Not sure what else you can do besides sanding. I highly doubt a stripper will work for this.
