Deck Stain Questions and Answers

We had a new cedar deck built in Sept of last year. It was stained in Nov of last year. The floor looks pretty dry and very dirty. We are going to strip it and brighten it and apply a better stain. Should we try to do this before weather turns (might be out last nice weekend) or can we just wait until spring? We live in MN where winters are pretty bad. If we do not do this now, will the wood have any permanent damage by waiting until spring? Thanks for advice.
