I have a 15 year old PT deck.

I have stripped the old red stain. It is 90% off, with some areas still a little red from the old stain.
-Do I need to remove the remaining 10%?
-If I don't remove the last bit, can I use semi-transparent or do I need to use solid color stain?
-I am planning to sand some pretty rough boards (and flip some that I can). Should I clean and brighten before or after sanding?
-What is the best stain available in MA? I can get Cabot, Flood Advanced, or Sikkens Rubbol solid and Sikkens SRD semi-transparent in our big box store.
If you cannot get the remaining stain completely off then you should try to blend or mask it with the new stain. Might want to look at a semi solid stain.
I would clean and brighten after sanding.
I would stay away from the Big Box Store brands. Might want to check with some high end paint stores or lumber yards to see what they have available.

I would look for the TWP 1500.
TWP 1500 looks like it only comes in semitransparent.
What would you recommend that comes in semisolid and is available in MA?
