Redwood fence turning black

5-year old redwood fence turning black, particularly bad in areas facing direct sun. I can remove much of the discolouration with aggressive pressure washing, but awfully time consuming and I suppose may damage the wood? I don't think the fence was ever stained.
What is the recommended approach to return the natural color and properly treat a fence in this condition?

Here is a section of the fence after HEAVY power washing. I just cannot remove the blackening (without resorting to sanding or some kind of cleaning solution). Will the Cleaner and then Brightener fix this situation? Then, I suppose I should stain the fence to protect it in the future?
