Recleaning & Brightening after prolonged rain

Cleaned and brightened new cedar deck with RAD and then we've had 3 weeks of on and off rain, so still have not stained. Forecast now calling for good weather next week. Other similar posts mention a 'light cleaning' prior to staining. What exactly does that mean? And, should I brighten again after the light clean to keep balance in wood?

If it has not grayed then light pressure rinse the deck with water. No need for chemicals.

Along the same lines as this post. We also power washed, cleaned, brightened and sanded deck, then several weeks of rain so didn't get a chance to stain. We now have black speckles covering many boards of wood. In my past experience I was told that was mold/mildew on the top of the wood. Should we clean and brighten again? How do we get rid of the black speckles? We want to make sure we remove any mold/mildew before putting stain on it. I posted this and a picture Saturday, September 21.
