Hello, you cannot apply over this with a different brand of semi-transparent stain but you could use a solid color stain.

I already rented a drum sander and with 60 grit sandpaper it did not take it off

Rent a power or drum sander. It will take it off.

Flood is what we use for solid color stains but you may have issues using a solid color stain over a paint. It may not adhere well.

Use the same or try the Flood Solid Stains. Pressure wash well to remove the loos or peeling stain.
