The Messmers is a decent stain and is easy to reapply. The Defy Would most likely give better UV protection from fading.

Use the Restore A Deck cleaning kits for the prep. The TimberOil would work well for the first year or the Armstrong Clark.

I highly doubt anyone would change out the boards. Looks like mildew. It can be cleaned and brightened to remove.
