You have to fully sand this off as no other product can be applied on top of it.

If the gray does not show when wet then it will not show when stained. The stripper will not remove any more.

I should mention that I have used sodium percarbonate as a cleaner and citric acid as a brightener.

Pressure wash for prep with a stripper to remove the peeling stain. Try the Dulux solid stain, it is probably good.

That is wood fuzzies from the wood graying or oxidation from the UV. See here for how to remove: Make sure to use the brightener after.

The only way to remove is to power sand it off. You should stay away from the Behr, it is a poor stain.
