Strip deck ?

For best results you should remove the old oil based stain. This will ensure that the new coating will adhere properly.

It does not look clean enough to me. I would use a deck stain stripper followed by a wood brightener to remove as much as possible of the old coating.

If the previous stain is removed, then yes. If not you will run the risk of the Defy Extreme not adhering properly.
