You want a sanding pad for a buffer. Use the red or white one. It looks like this.

No, a deck stain cannot withstand heavy pressure washing as it will remove some of the stain.

Strip and sand to remove what you have applied. Brightener after. Use a true semi-transparent penetrating stain like TWP 1500 or Armstrong Clark.
