Its been raining here in MN for the past 2 or 3 days. The next two days it looks like it will be partly cloudy and then a few more days of rain.
I have the Defy stain stripper and am wondering if I can strip the solid stain with the wood not fully dry. I'm thinking it might actually make it easier and use less product because it will be cool, cloudy, and the wood won't be fully dry so it won't soak up the stripper. Is there any damage I can do to the wood?
After stripping I will be sanding before staining. For this next step I will definitely be waiting for a dry deck and a string of nice days.

Tim, the Defy Stain Stripper will not remove a solid stain. No stripper will remove a solid stain effectively. You can remove some of the stain and it does not matter if the wood is wet but you definitely do not want to do it in pouring rain. After the stripping you will need to power sand the rest of the solid stain off.
