Deck Stain Stripping Questions and Answers

I have powerwashed, orbital sander and TWICE applied Behr Wood Stain & Finish Stripper with scrubbing and scraping with little to no success.
Deck is 20 yrs old and has had Behr Premium Wood Coating Solid Stain applied and touched up and re-applied because of peeling and chipping over it's life time.
Is there anything I can do to get this stain off?
The two gray boards in the one pic were replaced last year. Right side one was powerwashed and is ready for restaining.
