Best way to move forward

i have a front poach with a deck that was added to it. They had previous been finished with two different products, TWP on the porch and an unknown product on the deck by previous owner. I made the misstake of having a handy man refinish the deck for me with dark oak TWP. He only pressure washed it it and sanded down a high spot where the deck and porch met to eliminate a trip hazard. Insult to injury, we had some precipitation last night. We didn't get a uniform color and it failed to absorb, leaving some rather gummy areas. I'm going to refinish myself. At this point, what would be the best approach, strip and sand? It' pretty weathered so I was thinking of switching to Armstrong Clark. Also, we're at 8500' in Colorado.

Strip and pressure wash with RAD products. Brighten after. It will come off.
