Cleaning balcony railings on second floor

I have three small second floor balconies with IPE railings and trex floors. The railings have been stained with Cabot ATO natural, Penofin HW and TWP Rustic respectively (found the pails with notes in the basement). I'd like to re-stain them with AC or Defy and need to strip and brighten. But how do I do this on the second floor where there's no access to a hose or pressure washer? Appreciate ideas and suggestions on how to best accomplish this. 

Also, some of the railings are a bit rough to the touch and probably need some sanding. At what stage in the process should I sand? Before stripping or after brightening? Many thanks!

Put the pressure washer on the ground and drop the hose from the wand down to it to connect, leaving the wand and some hose slack on the balcony. We do it all the time and is not that hard.

Sand if needed after the stripping and brightening.
