Advice on sanding and post sanding prep before staining

I have a 22'X 22' cedar deck...i recently stripped the deck using restore-a-deck stripper, pressure washed the deck and treated with a brightener...once dried, i noticed the grain was raised pretty much across the whole deck and will need to be sanded...what type of sander would be best to use (for instance is a hand orbital sander OK), and once sanded, do i need to use a cleaner and brightener before staining?

We use a floor buffer with a sanding pad. It can sand the floor in a few minutes.

what grid paper should i use and what about the prep needed after the sanding is completed...since i just stripped and brightened using RAD products, do i need to clean and/or brighten again after sanding or can i just wash the deck down with a hose, let it dry for 48 hours and then have at with the stain?

Buffing pads have grit. I would do a 60 grit then rinse with water when done.
