I would just clean and brighten now then wait 2-3 days to apply the TWP 1500. No need to re-sand.

Small splatters of stain on siding

Try a water based graffiti remover. Do spot test first to make sure there is no reaction on the siding.

Semi-transparent stains/gray colors

Both Defy and Armstrong Clark make decent gray colors. I would choose one of those.

New wood should dry for 1-2 months before using Armstrong Clark. Might want to wait until Spring for best results.
