Do I need to strip the olympic stain that is on the balusters and handrails or just clean and brighten? Most of it has worn off on the floor.

Not sure as we do not use them or apply them often. We have not seen very results with them either.

Apply the entire first coat to the floor then walk back on the deck and repeat. Try not to step in your second coat of the stain.

What stain would you recommend for my situation? Kansas City,Full Sun,PTP,no mold,10 year old deck - upper deck stained 9 years ago with olympic maxim...

It will but you will be lessening the UV protection by 20%. It will fade much faster.
