Probably need to sand. Try a floor buffer with a sanding pad for ease.
Strip off the Penofin, brighten the wood, then lightly sand.
Blaser, we have never found a good stripper that will work effectively on the Arborcoat. You will probably need to sand.
TWP suggests 4+ months. It will not hurt the deck to get it wet.
