Flood is what we use for solid color stains but you may have issues using a solid color stain over a paint. It may not adhere well.

Use the same or try the Flood Solid Stains. Pressure wash well to remove the loos or peeling stain.

I live in Pennsylvania. Deck gets full sun from about noon on, and lots of snow. Unsure of the wood. I have some green mold (I think that's mold?) ...

For solid stains, use a roller for most of the deck and a brush where you cannot reach with a roller.
