For best results you should use a deck stripper and pressure wash off. Brightener last.

No, you cannot add pigment to the TWP. You can mix TWP colors together if you like. Add a pigmented TWP color into the Clear.

Using a solid stain would be the best way to match this. You will need to let the new wood weather: And remove the paint off the deck by sanding:

Yes, that is stripped. Make sure to brighten the wood.
