As long as you remove the Thompsons, you can use water based or oil based.

Stripper with a good pressure washer will remove most if not all.

Are you pressure washing after applying the stripper? You would be better off removing it all now. Reapplying more on top will compound the issue and ...

60-80 grit to remove. Clean and brighten wood after for final prep. Stain with Armstrong Clark or TWP 1500.
