That is furring of the wood from over-oxidation. It typically does not show that much when you apply a stain. Cedar does not brown, it grays form UV

I doubt it will work well on a hardwood deck as it is not designed for hardwoods.

The stripping should remove much or all of the current coating. Make sure and apply the brightener after to neutralize.
