You do not need to pressure wash prior to sanding. Copper Green is not needed and will probably not help as well.

You will have to power sand off the red paint if you want to remove it. Do this first to remove 100%. Once done, treat all wood like new wood. See her...

The stripper is too aggressive for new wood. Temperate is too cold for most stain brands. You have to let the wood weather or the stain will fail:
