The verticals are in perfect shape. If a primer painted onto the verticals would hold then that would work. As I'm having trouble getting multiple layers of poly off of some areas of the horizontical areas and the verticals are in perfect shape (no peeling), how about priming the whole thing and use solid stain. If that is a workable solution is there a primer you can recommend?

Is the Sikkens peeling on the verticals? Do not use a Deck Restore or Behr Deckover. They have terrible ratings. You could prime the verticals and paint with a solid stain. Do the verticals in a semi-transparent penetrating stain. See this article for more info on Two-Toned Decks:

Years ago I made the mistake of applying Seikens Dek polyurethane finish to my deck. Now after constant problems I'm trying to remove it. I have sanded all horizontal surfaces (floor/railings) but it would be virtually impossible to remove it around the balusters and other small areas. My original thought is to stain the sanded areas to try to match the color to the poly areas that I can't strip/sand. As that may be an iffy proposition now I'm wondering if there is a covering type of product that will adhere to the poly areas like Restore or Deck Over. I'm willing to treat surfaces to improve adherence if needed.
