After stripping my deck the woods seems to be peeling or continually flaking off? I finished stripping the deck earlier this week and today I applied the wood brightener. But every time I run my deck brush over the deck boards I keep seeing wood particles that flake off. Do I need to sand the whole thing now too?

It almost looks like the stripper is still working and still doing it's thing even though I washed thoughouly several times.

The deck is about 15 years old and after stripping the wood looks good and bright but it continues to flake.

Thanks
