About 20 hours later a second coat was applied. Approx. 3 hours after second coat was applied it rained. Now the deck is covered in white rimmed irregular circles. Photo attached. The Contractor is coming back in a couple days and says those marks will go away. More rain is expected. What do the experts think?189,190
