Should I be able to use a semi-transparent stain if I pressure washed and sanded to remove the remaining finish?

If not, then do I have any options other than re-applying a paint or solid stain? (Note that I live in Wisconsin so I do not think that I am limited by VOCs.)

I ask the first question because if I can, in fact, use a semi-transparent stain if the wood is properly prepared then one option would be to finish the flooring in a wood stain and the railing with white paint.

Thanks, again, for your input.

I am refinishing a deck (pressure-treated pine) had has previously finished with either white paint or a white pigmented stain. I want to refinish it in white, since the railings are also white and I think that it would be difficult to remove and restore them to the point that I could redo them with wood color. In addition, although 90+% of the original paint/stain is removed on the floor boards, there could still be some white in the knots, etc. that would be difficult to remove.

(I plan to pressure treat and clean the deck prior to staining but haven't yet decided if I will sand or not.)

My question is: is there a quality semi-transparent stain that is available in white. I notice that the big box stores carry semi-transparent white stains but I am leery of the quality of the products.

Thanks, in advance, for your response.
