A professional painter applied Thompson's deck and house solid oil stain to my deck in the late fall.  It looked great over the winter but when spring came and we started using the deck we found that the stain wasn't sticking to the deck. Just the air from a leaf blower will remove it in many places. The previous paint was "Olympic Maximum stain + sealant in one" with an "acrylic/oil formula."  It had lasted 3 years as did the stain applied before it.  The deck wood is in good to fair condition.

The painter prepped it by using a power washer to remove lose stain and he later spayed the stain on. I'm wondering if he didn't give the deck enough time to thoroughly dry or if oil stain won't stick to acrylic/oil formulation paint. The painter is willing to redo the job but I'd like to figure out what went wrong first and what type of stain will best adhere to the previous paint.
