It will need to be removed and a stripper will probably not work. Best to sand it all off and then clean and brighten for the final prep.                         <content:encoded><![CDATA[<p>Hi, I have a cedar deck that was stained last summer with Cabot semi solid stain after we had sanded the entire deck.  The stain is coming off, probably because we didn't use a brightener or cleaner.  Much of the deck still has all of the stain intact.  At this point do you recommend stripping or sanding or both?  Thanks</p><p> </p>]]></content:encoded>
