I recently stained with TPW 100 and 1500 combined and put 2 coats on, but the stain appeared WET in a lot of areas and DRY in others..blotchy. I think I put the coats on too heavy...I put a 3rd coat on and now water BEADS on the wood.

I haven't stained the floor decking yet just the railings.

Can I strip/sand the rails and stain again before staining the floor boards?

Thank you..please advise.
