Also, should I sand the rough sawn boards?

Also, in the picture with the deep green grain, how can I get that out? Already treated twice with cleaner and power washed]]></content:encoded>

I used the RAD kit. Cleaner first, then powerwashed off, immediately followed by the brightener, then rinsed. I followed directions perfectly.

The entire deck is covered with white fuzzies. Even the rough sawn skirt. 

Where did I screw up? 

I read the article about wood fuzzies, but didn't think I'd have to do the entire deck.

After sanding, can I blow it off or do I need to use a brightener again?

Please advise.
