That is water stains leaking downwards from the deck. Looks deep in the wood. May not come off with any prep as it could be really deep into the wood grain. Also may not be possible to prevent it from recurring.

Your best option to try and remove is a wood brightener after using a deck cleaner.

Hi All - Please see attached pictures of what was to have been our feature Ipe wall. A coat of Penofin penetrating oil for hardwoods was applied, but this is what it looks like after about 1 year. I'm guessing I'm going to need to clean and brighten and then reapply something, but I don't want it to look like this. Please help
