OK, nothing will remove the stains. BUT, will a cleaner prepare the wood for me to use TWP 1500? Will ANY semi-transparent stain penetrate into the wood and help preserve the wood?

Nothing will remove the pet urine as those stains are deep in the wood grain.

What is the best cleaner or brightener to clean a pressure treated deck that has a fair amount of pet urine in it? I plan on using TWP 1500 afterwards.
